Welsh Government digital tax platform to be built by Kainos

Kainos has been selected by the Welsh Revenue Authority to design a digital system to support its new tax operation.

The Welsh Government will finalise establishing a new organisation, the Welsh Revenue Authority (WRA), by autumn this year.

The purpose of the WRA will be to manage and collect devolved taxes from April 2018. From this point, Wales will have its own taxes to replaced existing UK Stamp Duty Land Tax and Landfill tax.

Kainos will build and implement a digital tax collection and management system.

The tax collection and management act 2016 will provide power to establish the tax arrangements. Land Transaction Tax (LTT) and Landfill Disposal Tax (LDT) will be the first of the devolved taxis.

It will be the first non-ministerial government department and is expected to collect more than £1bn in tax revenues over the next three years, which will help continue funding Welsh public services in the future.

Kainos will be responsible for building and implementing a digital tax collection and management system, which supports the new taxes LTT and LDT, using an underlying scalable Microsoft Azure Platform as a Service (PaaS) Solution.

Russell Sloan, divisional director at Kainos, commented: “Digitisation of tax collection and management for LTT and LDT will go a long way towards improving the ease of collecting tax revenue in Wales. It is a true testament to the power of digital technology and will be an example to other public sector bodies. We very much look forward to kicking off the project and collaborating with the Welsh Revenue Authority to develop a new way of working.”

In alliance with the current Welsh Digital Strategy, Kainos will adopt an agile delivery approach to ensure it helps achieve the aims within the strategy.

Within the aims of the strategy, the Welsh Government said: “We will make more public and government services digital so they are easier to access and become more efficient and convenient.”

Working in partnership with Kainos will allow the Government to establish a new tax system is carried out in the most efficient way. During the development, feedback will be incorporated at every stage to ensure the delivery of the solution for the WRA.
